PreviousTab gives Safari a tab-history cursor — navigate back to the tab you were just using, then forward again, using only the keyboard. This is not page history. It tracks which tabs you've actually switched to, in the order you switched to them. Think of it as a cursor moving through your recent tab activity — independent of what's loaded in each tab, and independent of where tabs sit in the tab bar. Safari makes it easy to accumulate dozens of open tabs, jump between windows, and open links from other apps. What it doesn't give you is a way to retrace your tab-switching steps. PreviousTab fills that gap. Every time you activate a tab, it's recorded. When you press the shortcut, you jump to whichever tab was active before that — not the tab next to it, not the last page in that tab, but the actual tab your cursor was on.
